Permian Basin in West Texas to the Gulf of Mexico

Once again, landowners across Texas may soon find a new large-scale pipeline blazing a trail across the landscape. Moss Lake Partners intends to commence construction on a 690-mile pipeline that will transport natural gas from the Permian Basin in West Texas to the Gulf of Mexico. The pipeline will terminate near Lake Charles, Louisiana. 

The DeLa Express pipeline will be 42 inches in diameter and will transport up to two billion cubic feet of liquid natural gas per day. The project, the construction of which is expected to start in 2026, is intended to address the rising demand for natural gas in East Texas near Louisiana. 

As construction nears, landowners in the path of the proposed construction can expect to receive offers from the pipeline developers to purchase easements on their land. Those who don’t may face eminent domain proceedings and the forcible taking of their property to make way for the project. Read our article on what landowners should know.

The DeLa Express Pipeline is expected to become operational in 2028. Construction is set to begin around mid-2026.

The DeLa Express Pipeline is designed to have a capacity of 2 billion cubic feet per day (Bcf/d) of natural gas.

The DeLa Express Pipeline is owned by Moss Lake Partners, a private energy infrastructure company. Moss Lake Partners is responsible for developing and operating the pipeline, which will transport natural gas from the Delaware Basin in West Texas to Louisiana.
