Navigating the DeLa Express Pipeline Project: What Landowners Need to Know

DeLa Express Pipeline Map

The proposed DeLa Express Pipeline is set to significantly impact Central Texas. With construction slated to begin in 2026 and conclude in 2028, this project will traverse several counties, including Mills, Hamilton, Coryell, McLennan, Falls, Bell, Robertson, Brazos, Milam and Grimes. Here, we outline the key details and what affected landowners should be aware of.

Understanding the DeLa Express Project and Community Involvement

The Federal Energy Regulatory Commission (FERC) is currently in the scoping phase of the DeLa Express Project, which aims to construct 645.5 miles of a natural gas transportation pipeline from Winkler County, Texas, to Calcasieu Parish, Louisiana. The project will also include six lateral pipelines, enhancing the transport of natural gas from the Permian Basin to Gulf Coast markets.

As part of this phase, FERC is seeking public input regarding the potential environmental impacts of the project. Community members are encouraged to share their thoughts and concerns through various channels.

How to Provide Input:

Residents have several options for submitting their comments:

  1. eComment Submission: Utilize the eComment feature on the FERC website to file comments electronically.
  2. eFiling Submission: For those who prefer to attach documents, the eFiling option on the FERC website enables you to submit comments in various formats. New users must create an account to proceed.
  3. Mailing Comments: Paper submissions can be sent to:

Right of Way and Eminent Domain: Key Considerations for Landowners

As construction progresses, landowners should be aware that the company responsible for the pipeline may request to purchase land necessary for its construction and maintenance. If negotiations do not result in an agreement, the company may pursue eminent domain rights, allowing it to acquire the property. In such cases, compensation will be determined by a panel of commissioners or ultimately by a judge or jury.
